The Government's proposals for modernising NHS pay were published as Agenda for Change in February 1999 (HSC 1999/035). The proposals outline a new national framework for pay and conditions which will enable employers to improve patient services locally. Agenda for Change forms part of the wider human resources framework Working Together - securing a quality
workforce for the NHS which is aimed at improving the quality of working life for all NHS staff and making the NHS a better place to work.
